What sets Illinois apart in 2026

Illinois is a harder place to be a modest earner than a high one. With a flat 4.95% rate and only a small allowance before it applies, the state ranks 28th of 29 at $50,000 and 27th at $75,000, then improves to 23rd at $100,000 and 21st at $150,000. The share of pay going to the state barely shifts along the way: 4.66% at $50,000 and 4.85% at $150,000.

That allowance is the personal exemption, which rises to $2,925 per filer in 2026 from $2,850 in 2025. Illinois has no standard deduction, so this is the only amount taken off income before the 4.95% rate, which has not changed since July 1, 2017. On $75,000, a single earner pays $3,568 in state tax and keeps $58,025.

What you see is close to what you get. No Illinois municipality taxes income, Chicago included, and there is no employee-paid disability or paid-leave deduction; Chicago's paid-leave ordinance is a requirement on employers, not a withholding. The minimum wage is $15.00 an hour for employers with four or more workers, with higher local rates in Chicago and Cook County.
