What sets Pennsylvania apart in 2026

Pennsylvania has charged the same flat 3.07% on wages since 2004, and the Department of Revenue still lists that rate for 2026. There is no standard deduction in the calculation, so the state takes exactly 3.07% of gross pay at every salary: $1,535 on $50,000, $3,070 on $100,000 and $4,605 on $150,000.

Because the rate never climbs, Pennsylvania looks better the more you earn. Among the 29 states compared it ranks 15th at $50,000, 9th at $75,000 and 8th at both $100,000 and $150,000, where a single earner keeps $76,110 and $109,186.

The state figure is not the whole bill, though. Almost every municipality and school district adds a local earned income tax, commonly around 1%, and Philadelphia's resident wage tax is several times that. None of it is in this estimate, so a Philadelphia pay stub will be noticeably lighter. Employees also pay a small unemployment-compensation withholding on every dollar of wages, something few states ask of workers. And the minimum wage is still the federal $7.25 an hour, unlike every state that borders Pennsylvania.
